A series of events:
I notice that some of the hedges at the back of my yard are dying. I'm okay with this, as they take up the back 10' of my yard, and block a lot of light from the south. I could plant other stuff there.
I notice that there is a strong hot tub smell in my back yard on summer nights.
My dad starts helping me to trim the hedges down to about 5' so there's not a giant light-blocking wall there. We plan on cutting the two that are already dead down to stumps.
The neighbor who shares a back fence with me starts giving my dad grief about us cutting the hedges, as they have "privacy concerns". I am the only one living here and am shorter than their fence, so I'm really not gonna be able to see shit even without the hedge being 12' tall, and they could always grow their own if it's that important to them.
I realize that their privacy concern is probably hot tub related.
I realize that the dead hedges are also probably hot tub related (I've never seen the hot tub, I just know it exists because of the smell).
My dad peeks over the fence and confirms that they have a giant hot tub in the corner where the hedges have died (they are up hill from my yard).
I'm not going to be able to plant anything else there if they're draining their hot tub there.
Portland environmental services prohibits this type of drainage, for multiple reasons.
I'm going to have to have an awkward talk with some neighbors who have a history of expecting to have an unreasonable degree of control over what goes on in my yard.
If that doesn't go well I'm probably gonna have to call environmental services on them.

Scorned: Chibs Telford X Reader. Chapter Two
PREVIOUS CHAPTER HERE

Chibs was still seething by the time he made it back to the Sons clubhouse. He had taken a long ride after confronting Jarry, hoping that the long ride could clear his brain and soothe the dreadful sense of anxiety that had settled down into his belly.
He found though that he still felt just as keyed up as he’d been when he’d left the local police department. If anything he found that he felt more irritable as the day had gone on and his mind had longer to stew on the situation with his ex fling and his current love.
He barely acknowledged Tig, barely giving his vice president a tight nod, as he rounded the corner of the service counter that had once served ice cream and other novelty treats.
The service counter now served as a makeshift bar of sorts, glasses, pitchers, and bottles of liquor being stored under the cabinet and bottles of beer resting in the mini fridge that had been purchased.
It was not the most sophisticated setup and it was certainly nothing compared to the bar that had rested at the old Sons clubhouse at TM Auto, but it worked for their current needs.
That could be said about most of the features of their current clubhouse. It fit for their current needs but they were unsure if it would be where their clubhouse would remain.
The space did not feel as secure as the Sons old compound out at TM. The old storefront honestly felt as though it was a little too public facing though the line of shops the building resided on was not the most active.
Jacob Hale had bought out most of the shopspace when he had hopes of building a high end condo on the property. That dream of course had been shot down partially thanks to SAMCRO’s involvement in making sure that plans for development did not go through.
The retail and living spaces had been left empty for years, Hale finding that he was unable to unload them for a price that might cause him to break even.
A few businesses had moved into the spaces but the area still felt less than developed.
That didn’t mean that more businesses might come though.
Chibs couldn’t help but to think that perhaps SAMCROs clubhouse needed to be in a more secure feeling location where the public was less likely to gaze upon it so easily.
At least the old clubhouse had felt separate from the Sons legit business at the auto mechanic shop. The old clubhouse had the ability to be gated off with the fence surrounding TM Auto and the clubhouse lot. It had made things feel more protected in times of lockdowns and had given a sense of privacy.
Privacy was not something SAMCRO could financially afford at the moment though. They were barely out of the red with RedWoody Productions. There had been some side work doing protection runs for a few trucking companies and a couple of other side jobs involving bodyguard gigs. The club was just scraping by though.
Chibs had hopes that perhaps when the club found themselves enough out of the red that they might be able to look for a more permanent home that felt less open to the public. He had also considered perhaps buying Hale out and buying a few of the properties beside Scoops and Sweets. They could surely find a way to construct some sort of massive clubhouse that felt a little more secure with more buildings and the right construction crew.
It was just a pipedream at this point though the club not quite having the money to invest in that kind of project at the moment.
They had at least finally painted over the Scoops and Sweets signs hanging over their awning and the ice cream and candy signs on the sides of the entrance making it look less inviting to anyone who was unaware that this building no longer was an innocent ice cream parlor.
A club hangaround had even offered to paint a Sons Reaper somewhere on the building, but Chibs and the man were still negotiating just what the idea would entail.
Chibs could admit he was at a loss as to what to do with the building.
His brothers and he had done their best to make the space feel less like an old retail space and more like their clubhouse but it was a slow work in progress.
A few Friday night parties had at least managed to happen in the smaller space making it feel more like home as time had gone on.
Chibs said nothing as he opened the cabinet below him, finding a shot glass and a bottle of Jameson.
Tig watched as Chibs poured a far too full shot, taking it down before following it up with another in quick succession.
He dared to speak spotting the tension rolling off his club Pres. “You good brother?”
Chibs gritted his jaw there being a million things he wanted to say to describe how he felt at the moment but he only found one statement that perfectly encapsulated how he felt.
“Ye ever felt like yer past was comin up tryin to fuck over yer future?”
“More often than you know. What’s this about? Everything quiet with the Irish?” Tig dared to ask jumping to the most logical conclusion about just what Chibs’ past pertained to.
Chibs sighed, taking another shot almost wishing it was that simple. He would almost rather deal with the True IRA than whatever shit Sheriff Jarry was attempting to pull.
He let out another sigh shaking his head. “Aye, not heard a word from em in a long while.”
He paused the venom clear in his voice as he spoke again explaining his issue. “Fuckin Sheriff Jarry’s been talkin to my ol lady, bringing up our past arrangement to Y/N. Stirring up shite.”
Tig let out a heavy huff, his jaw tensing at the comment. He shook his head quick to ask. “What game do you think she’s playing here? It’s been almost over a year since you two ended that little arrangement. You think she’s playing the long game, trying to prod an ol lady to say the wrong thing so she can go after SAMCRO?”
Chibs shifted the bottle of Jameson in his hand thinking about just drinking straight from the bottle at this point but quickly decided against it. “I don’t know. I almos hope it’s that simple. I can’t shake the fuckin feelin its more personal than that though. Feels more like she’s got it out fer me fer endin shite with her. She left town pretty soon after Jackie Boy…after shite ended.”
Chibs paused his throat growing tight at the mention of his fallen brother and the sacrifice that had been made.
He took a deep breath speaking again. “Feels more like she’s stirrin up shite to try to get rid of her competition. She was always fuckin push and pull with me. Didn’t want the reality of what bein with me was but was back and forth on if she wanted to end shite. She wanted me to make the choice fer her so she could be pissed no matter what fuckin choice I made. It was fuckin exhausting, shite felt draining. I couldn’t fuckin trust her. The sex was great, but the shite that went along with her was fuckin killin me. I’m the one who finally put an end to the back and forth bullshite. Part of me thinks she had hopes we’d rekindle shite between us at some point…that things would go back to the way they were, her feedin us intel and money bein exchanged…us fucking. I fuckin told her it was over when I ended it, told her we’d make her disappear if she got on SAMCRO’s wrong side. Me movin on and takin an ol lady is a sign that I meant what I said bout it bein over.”
He shook his head still glaring down at the bottle of Jameson. “Feels like Jarry either wants to push Y/N from me to knock her out of the way and force me back to her…or she jus wants to fuckin punish me fer movin on.”
Tig let out a heavy sigh shaking his head unable to stop himself from saying it. “Guess that’s why they say not to stick your dick in crazy.”
Chibs scoffed at the comment, a small pained chuckle leaving him. “Aye, think we’re both guilty of that shite.”
Tig gave him a slight nod raising his brows knowing Chibs had a point. He’d not always chosen the most stable of bedroom partners in the past.
Chibs continued to stare down at the bottle of Irish Whiskey, his head aching and his mind spinning.
He found himself fretting over just what Jarry’s game plan was here. He didn’t trust her. That had been one of the biggest issues in their time together; a lack of trust.
How could he trust anyone who wore a badge? Even if the badge was worn by a cop who was willing to play dirty?
He was certain she didn’t trust him either. He was a professed criminal so of course she had not trusted him.
She had spent the relationship pushing for him to give her more information about the activities of the Sons and truth about acts he denied them having any involvement with.
Chibs was unwilling to open that can of worms up with her though. He had the slightest feeling she could not entirely handle the truth with as back and forth and as flighty as she seemed.
She was constantly declaring that he was the worst choice for her romantically in one breath and insisting that she wanted him in the other breath.
She would goad him into being the bad guy and breaking things off with her and when he refused to make the choice for her she reacted with anger and spite.
It felt like mental chess and Chibs was too damn old for mind games.
To be honest he had found himself knowing that there was no real future between them; no reasonable one at least.
They could never be exactly open about their involvement. It wouldn’t look so innocent to have the local sheriff dating the known outlaw biker. The residents of Charming would kick Jarry right out of the job if there was any sort of normal courting situation.
The only option had been to be secretive and to maintain the exchange of information and cash between Jarry and SAMCRO as well as the secret sexual encounters between Chibs and Jarry.
Although the sex had been good and he had fun with Jarry when she was not so controlling and neurotic, Chibs had known that there was no chance of longevity in their odd pairing.
Althea Jarry was controlling, paranoid, indecisive, and at times erratic . She spent her time pushing his buttons and his patience until they both brought out the worst in one another.
Good sex and an exchange of intel for SAMCRO had not been worth the emotional turmoil Chibs felt that Jarry had brought with.
Tig finally spoke nodding to the bottle Chibs was still hyper focused on. “Venus and I can take Y/N out to lunch this weekend…see where her head is at, see if she feels threatened and reassure she’s got no reason to be. You know if Jarry pushed any buttons, Venus’ll know how to unjam em. You gotta talk to Y/N bout this though. Don’t know how much you told her about Jarry and you, but you gotta tell her everything. Prepare her for the worst and trust her to handle it.”
He paused quick to speak again. “You should get out of here. Get on over to Y/N’s place. Open up to her about this shit. Sitting here and trying to drown it in Jameson isn’t going to do you any favors.”
Chibs frowned, wanting to snark that Tig thought he was some kind of relationship expert now that he had a steady ol lady in Venus Van Dam.
He bit his tongue keeping the comment inward knowing lashing out at Tig for genuinely giving him some good advice was not ideal. He could admit to it being a surprise that this good advice came from such an unlikely source.
Chibs knew Tig had a point. Y/N would most likely alleviate his fears and anxieties or at the very least be willing to share the burden of them with him.
When Chibs had met Y/N he had still been reeling from how things had ended with Jarry.
The sheriff had taken a long sabbatical after the misery that had gone down with the fall of Jax Teller.
Chibs had been left struggling to pick up the pieces of the fractured club that was now his responsibility to lead. He had been left traumatized by loss and the horror of all that had happened.
To make matters feel more emotionally draining Fiona had decided to grant him a long awaited for divorce which meant that Chibs was coping with the fact that that chapter of his life was officially legally closed. It had been a closure that had left him both mourning what had been and feeling uncertain of what would be.
He had been sleep deprived, stressed, and emotionally drained when Venus Van Dam had casually brought up the cute little thing that had opened up an antique shop down the street from the Sons clubhouse.
Chibs had not thought much of the comment he having a million other things on his mind. He’d not even paid much mind to it when Tig had begun to go on little shopping trips with Venus down the street to this antique shop.
When Kerrianne’s birthday had rolled around and Chibs had been at a loss as what to buy her, Venus had suggested the shop.
He’d not walked into that shop expecting to fall in love, but it had hit him like a brick to the back of the head.
He was not a believer in love at first sight. He’d always firmly thought it was more of a case of lust at first sight.
There had been something there between Y/N and he upon their first interaction; a comfort he’d not known with many people.
He had realized that Venus had picked up on it quickly, spotting the look on his face when he’d returned with a purchased bracelet for his daughter and a look in his eyes that screamed infatuation.
Venus Van Dam was a hopeless romantic and had seemed to encourage the interactions between Chibs and Y/N mentioning the shop would be a good place to find items to furnish the clubhouse and make it feel more like home.
The visits to the shop had become frequent for Chibs and a friendship had grown.
When Venus had proudly announced that Y/N would be attending a Friday night party as her guest, Chibs had taken extra care into his appearance that night.
He’d spent the first hours of the party nursing a shot and keeping his eyes on the crowd searching for Venus and her guest.
When they’d entered the party he’d not had time to approach them as Venus had led Y/N right to him. He’d spent the vast majority of that party attempting to woo her.
Shots had been shared and Chibs had offered to teach her to play pool. A joint had been shared on the roof when the party had grown a little too full of debauchery.
He’d asked her on a date over a shared joint relieved that she had agreed to it.
They’d not looked back after that.
Y/N was someone he could trust. There was no push with her. It was all pull.
It was nothing like the pull he’d endured with Jarry. The pull from Jarry had always felt desperate, manipulative at times, starved, and frantic. Jarry had always pulled him back to her in ways that were steeped with panic, lust, and at times rage.
He’d lost count of the amount of times he had found himself pulled back towards Jarry after a at times physical altercation between the pair they winding up practically hate fucking.
The pull to Jarry always felt tinged with something rotten and unstable.
The pull towards Y/N felt comforting. He could best describe it as a sense of warmth and security. The pull towards her felt healing after all the pain and loss he’d endured. It felt peaceful. The pull towards her felt loving and accepting. He felt like he had found some sense of serenity.
He felt his stomach turn fearing that Jarry was hoping to taint that sense of peace.
Chibs pushed back the bottle of Jameson making a silent promise to himself that he would not allow his past to taint his future.
He refused to let Jarry take this away from him.

Their clothing lay strewn across her living room and down her hallway long forgotten.
Chibs had come to her apartment intending to be mature and talk this out with her. His lips had met hers the second she’d opened the door though and talking had been forgotten for more pleasurable activities.
Y/N laid by his side they both nude resting under her bedsheets the AC flipping on making the room cooler than necessary.
She stared up at Chibs as he sat by her side, a magazine resting in his lap with rolling papers and a familiar baggie.
She spoke, rolling her eyes ever so slightly. “Don’t spill anything. I really don’t want to go through the hassle of trying to figure out how to get any bits of bud out of my bedsheets at this hour.”
“I’ve been rollin joints longer than ye been alive ye brat.” He remarked playfully, causing a soft laugh to leave her, she rolling her eyes again.
“Our age difference isn’t that massive.”
He smirked, shaking his head fast to point it out. “There’s at least a decade there, Love. Aint sayin more so I don’t feel too fuckin dirty bout it.”
She spoke a sigh leaving her as she watched him make the final moves on rolling the perfect joint. “You liked it when I called you a dirty old man that one time. You were pretty vocal about how much you liked it.”
“I liked that ye were riding my cock and I was sayin so much filthy shite cause I was pussy drunk, Love. We are amazing at sayin filthy sinful shite in the moment. Pretty sure we established after our first time that we are both suckers for dirty talk.” He pointed out a snicker leaving his lips as he placed the magazine and baggie aside, finding a lighter and an ashtray she kept on the nightstand just for him.
She watched him place the joint between his lips and light it taking the initial first hit.
She reached out he passing it to her, allowing her to take her own drag from it.
They passed it back and forth silently for a long moment they both feeling the heavy relaxed sensation of a high wash over them. Chibs Telford always had the best pot. It was something she'd figured out quickly upon their first shared joint at that Friday night party months and months ago when he'd finally asked her on a date.
He finally put out the joint in the ashtray before he settled down back against her.
She snuggled close to him, his arms opening for her allowing her to rest her head against his chest.
The peaceful feeling didn’t last for long Y/N finally working up the nerve to say it. “Am I allowed to know the details about the history between you and the Bitch Sheriff and just why she’s pissed off enough to approach me about it?”
Chibs sighed knowing he had to follow Tig’s advice and be 100 percent open about it all. “Back when Jackie Boy was still…here…some shite went down with the former sheriff, man was murdered and a new sheriff came to town. Sheriff Jarry started sniffin round the club made it clear she was open to developing a profitable relationship with SAMCRO.”
“She’s a dirty cop?” Y/N asked decoding what he meant by a profitable relationship.
He sighed nodding his head as he spoke again. “She wasn’t jus interested in that though…she was interested in me.”
“So you dated?” She asked surprised by the information. She would have assumed that Chibs’ activities with SAMCRO would have made him wary of the cops.
Chibs sighed again, tempted to reach out and relight the joint to calm his nerves. “Not exactly…it wasn’ the mos traditional pairing, Love. We met traded intel fer cash…and we fucked. We developed a wee bit of a pattern; meetin up fer sex. Shite between us couldn’t be a fuckin normal relationship.”
“Would you have wanted it to be? Did you love her?” Y/N dared to ask a small frown crossing her features as she took in the information he’d just dropped in her lap.
Chibs sighed, rolling the question through his head before he spoke. “At times I thought I’d not mind it. There were wee moments of fondness. I might of started to fall fer her at times when things felt good, but shite was usually too destructive fer it to be love. I don't think it was love, at least fer me it wasn't…more often than not shite between us was fuckin toxic. We brought out nasty sides of each other…We fought a lot…not just verbal spats but there were a few physical fights. I always took pride in not bein the kind of lad that thinks it’s fair to hit a woman but she wasn’t afraid to hit me and I reacted in turn. We’d fight and fuck and never deal with the reality of what things were between us. It was exhausting and awful. So, no even if shite had been different and she wasn’t a cop, I don’t think I woulda wanted it to be a real relationship not fer long at least.”
He paused, relieved that she didn’t yank away from him at the mention of physical altercations. It was not something he was proud of. “She never could fuckin accept that shite between us was complicated. I wasn’ goin to leave SAMCRO and she wasn’ goin to stop bein a fuckin cop. We never could trust each other given our business arrangement. I couldn’t fuckin tell her anyhing without fearin she’d use it agains the club. She wasn’t fuckin tellin me a thing unless she got cash in her hand. She was never fuckin satisfied with the reality of what we were. She couldn’t make up her mind bout if she wanted shite with me to continue or wanted me gone. She would try to push me away in one breath and yank me back in another.”
He frowned his stomach in knots fearing what her reaction might be to all of this information when he was done. “I didn't love her. Nothin between us was fuckin love. I was miserable and shite with her was too complicated and too stressful to keep goin on. I’m the one who made the final push. I told her it was over, I ended shite. Told her the truth, that I don’t love her, she’s a fuckin cop and I’m a fuckin outlaw. Told her what happens to cops who wind up on the wrong side of SAMCRO. Made sure she knew shite between us had to end. I ended the arrangement between SAMCRO and her and the shite between us the only way I knew how…by tellin her the truth.”
“Do you think she loved you? Do you think it was ever something more for her?” Y/N dared to ask, thinking of her interaction with Jarry. It had screamed jealousy and heartbreak.
Chibs let out a heavy sigh shaking his head. “Not sure, she wasn’ exactly open bout how she felt. Most of her talkin to me was pushin fer info bout the club or pushin my buttons with her mind games bout if she wanted to break up with me or not. The…pyhysical aspect of our relationship mighta been good, and she was fun when she wasn’t playing fuckin mind games with me. The good moments were rare though. I’m glad it's over and to be honest…I regret it happened. I won’t lie, Love…shite between her and me started with Jax wanting me to keep her in SAMCRO’s pocket. It wasn’t a foundation fer anything good.”
He cringed, almost certain she would tell him it was too much, almost sure she’d deem him as some asshole for the latter part of his admission about using sex to keep Jarry in SAMCRO’s pocket.
She let out a heavy sigh shaking her head. “Should I be worried about her? She was trying to intimidate me by bringing up how unsafe SAMCRO is. Then when that didn’t work… It felt like she was trying to swing her dick around…remind me that she had you first. She seems a little too interested in trying to start shit with me. Something tells me that having a fucking cop as my sworn enemy isn’t going to do me any favors especially considering who I’m dating.”
“Ye ain got nothin to worry bout. If she starts shite with ye, let me handle it.” Chibs insisted squeezing her a little closer to him, a protective tone entering his voice.
It was a feeling he was accustomed to having with her; protective.
She gave him a crooked smile fast to speak. “I will handle it before you do, trust me, Filip. I felt like she was going out of her way to almost…play some kind of juvenile mean girl game with me…I don’t like bullies. I can’t promise I won’t throw a punch before I call you if she ever tries to push my buttons again.”
He chuckled a somewhat proud smirk crossing his lips at the comment. He pressed a kiss to the top of her head daring to ask. “How are ye feelin bout…everything I just told ye?”
“We all have our pasts, Filip. I mean…we are both divorcees.” Y/N pointed out the comment making his stomach turn well aware of the history between his girlfriend and her ex husband.
It had come up pretty soon in their romantic relationship; the reason behind why Y/N had moved so much in the past decade and why she had considered even changing her last name.
He felt his stomach turn his mind more focused on the thoughts of her ex and the traumatic history there as she spoke again. “I think we both have crazy exes.”
She paused, not giving him long to focus on the comment as she spoke again. “At least I like your ex wife.”
He let out a huff still stunned that Fiona Larkin had taken an approving shine to Y/N.
The meeting had been forced as Kerrianne had wanted to visit her da in the states four months before and Fiona was wary even if Kerrianne was legally an adult now.
Chibs didn’t blame her given the seedy business SAMCRO was involved in with Redwoody and the danger that came with his world.
He had resisted the urge to argue that Fiona’s world with the True IRA was just as dangerous and had instead brought up the fact that his girlfriend had a normal safe job and would look out for Kerrianne if something came up.
Fiona had of course insisted that she must meet this girlfriend if she were to trust her child with her.
Chibs had resisted the urge to argue and be upset that she seemingly did not trust his judgment.
So, a facetime call had been set between Y/N and Fiona with Chibs nervously pacing outside the room after Fiona had insisted that he didn’t need to be hovering over the women as they talked.
He had been dumbfounded that the talk had gone well and Fiona had given Y/N such glowing praise. The two had developed a cordial and even friendly relationship given that it was becoming obvious that Y/N was here to stay and would be involved in Kerrianne’s life.
He spoke a huff leaving him at the comment. “Fuckin funny.”
Y/N gave him a crooked smile unable to stop herself from teasing him. “It’s true though, if you ever piss me off I’m packing my bags up and going to Belfast.”
He managed to give her backside a swat working a giggle from her as he spoke. “Aint fuckin losin ye to my ex wife. Even if I piss ye off I’m doin what it takes to keep ye around.”
She smiled at the comment, her lips pressing to his cheek recalling his earlier comment. “I’m not going anywhere, even if you are a dirty old man.”
He gave her backside another swat, his lips eagerly pressing to hers as he spoke. “Not too old to make ye moan my name.”
“I know, I do have a love for antiques though given my line of work.” She snarked back the comment earning her another kiss, he turning her over onto her back, his lips pressing to hers.
He moved over her with ease his lips pressing down her body. She let out a soft pleased sigh at the sensation. He spoke his lips soft against her skin the words leaving him. “Gonna show ye that I aint an antique yet.”
She let out a soft moan enjoying the press of his lips to her skin and the scratch of his facial hair against her. She had never had a more determined nor a more passionate lover than Chibs Telford.
All thoughts of Sheriff Jarry faded from Y/N’s mind as she soaked up the love Chibs gave her.
Y/N had no intention of letting anything nor anyone take the love Chibs showed her away.

No woman should ever be an afterthought"

Picture this. It has been months since you last saw or hugged a loved one, including your children. You are a survivor of domestic violence but are now living next door to men who are sex offenders. You speak little English. And your life in detention has no end date.
This is a common experience for women in Australia’s immigration detention system. Their visas have either lapsed or been revoked, or they never had one in the first place after arriving here in a way deemed to be illegal.
In Australia, women make up a small number, roughly 6%, of people in immigration detention. These women are wedged into a system which operates predominantly with men in mind, with their separate and specific needs widely overlooked.
On Wednesday, the Australian Human Rights Commission published the findings of an investigation into the experiences of women living within this system. As part of our inspections, I spoke with women in all immigration detention facilities where they are housed. What they told me was extremely alarming.
They spoke of limited privacy and widespread exposure to harassment and violence. Of leering men at the gym. Of not having access to the canteen. Of inadequate medical and mental health support. Of living in a constant state of stress and anxiety. Of wanting to turn their lives around, but being banned from work, study or vocational training.
And what they told us was confirmed by what we saw at the centres ourselves. There were too many examples of the housing, the facilities, the programs, and services such as healthcare or education being either insufficient, inappropriate or unsafe, with staff not adequately trained to address women’s needs. We met with staff who want to make changes and are trying their best, but who find themselves up against a system that is too often resistant to change
In just one example, at Sydney’s Villawood immigration detention centre – which has the highest number of women of any facility in Australia – women are housed next to a compound that includes men who are sex offenders. With many of these women being survivors of abuse, a shared fence line exposes them to the risk of further harm.
The separation of families was another key issue raised with us. Most women are detained far from their families – often interstate – which makes it difficult for their children and loved ones to visit. We were told by some women that they have not been able to hug a family member in years. This is unacceptable, particularly when Australians are told that immigration detention is not meant to be punitive.
Previous reports I have led show there are also significant human rights concerns facing men in immigration detention. But, as it stands, detained women are at an increased vulnerability.
In every system, people’s backgrounds, gender and circumstances will impact their needs and rights. In immigration detention centres, the current risk to women’s health and safety is of urgent concern.
Our report makes 31 recommendations to better protect the human rights of women in immigration detention, as well as improving the quality of the work environment and support for staff. These include better conditions across centres, such as safer housing, gender-specific staff training and female recruitment, enhanced access to healthcare, education, and meaningful activities.
The Department of Home Affairs has cautiously responded to our report, accepting or partially agreeing with 11 of the recommendations. We urge it to take immediate action and implement our recommendations in full.
Our report is another reminder that things must change. Improving the treatment of women in immigration detention helps raise the bar to how we are all treated. No woman should ever be an afterthought.

Running so hard he doesn’t have time to stop himself, Jonny collides with his mother’s kitchen door with enough force that his teeth rattle in his jaw. Benny, running behind him, collides with his back, and the added weight of him forces open the old door and they go sprawling across the kitchen floor together.
For a second, everything is almost normal. Mama’s standing over her cutting board. Billie’s burning something at the stove. Jenny’s sitting at the kitchen table, pretending to get work done but really playing solitaire on her laptop. They’d all moved home again to help Mama out with the farm and the house after their dad had died randomly and unexpectedly. It was nice, for a time, having them all together again. Jonny isn’t usually a sap, but it was nice. Until this.
Until the weirdo moved into Meadow. Meadow’s a farm, so to speak, and it’s on farmland, but it’s fenced off from the rest of the world with rows of tall trees. The place had been empty for a long time; it was weird anybody had moved in at all. It was weirder that the guy kept so much to himself. It made the choice of farm make sense, but it made him stick out like a sore thumb. People just aren’t like that in this corner of the world. With farms miles wide, neighbours aren’t close, so efforts have to be made to get to know them. You visit. You greet. You help out when you can. Town socials. It’s just what everybody does — except this guy.
Makes more sense now, though. The privacy. The secrecy.
“Slow down,” Mama chastises, as the both of them scramble up from the floor. “You’re too old now to be playing like that.”
Jenny scoffs. “Dorks.”

“What?” Mama repeats, putting her knife down to brush off her hands.
“You pick that thing up again right now,” Jonny commands. “Keep that in your hand. Call the police with the other. Jenny,” he orders. “You’re already on your phone. Call them, too. Get everybody out here.”
“Why?” Mama asks, but she does grab the knife. “What did you do?”
Benny shakes his head quickly. He’d managed to pull himself into a chair at the table, still catching his breath. Bit of a stoner these days, Benny. Better hope they don’t need to do a lot more running. Better hope the police get here before that guy does.
“Call, Mama!” Jonny snaps.
“What’s going on?” Billie asks. She’s a stoner, too. Useless lot of them. Not that running or sharp reflexes is gonna do a lot of good against that much military grade ammunition.
“Did you call, Jenny?” Jonny snaps.
“You know we have no service out here,” Jenny says with a snort, not looking up from the screen, too calm. “Mama has to call.”
“Are you calling?”
Mama isn’t. She’s hesitating. “I won’t if it’ll get you boys in a lot of trouble.”
“Oh my God,” Benny finally roars, “he’s got a girl, Mama!”
All three of the girls look up at the same time. Not appropriately shocked, but they’re getting there.
“What?” Jenny says.
“And so many guns,” Jonny says.
“And weird shit,” Benny adds. “Weird weapons. Weird torture shit.”
“And a girl,” Jonny repeats. “We thought she was dead, Mama, that’s why we went in —”
“You went in?” Billie asks, horrified.
At the same time, light explodes through the big window above the sink. Obnoxious headlights are swung towards their kitchen, the way they had run.
“He’s here,” Benny says.
“I’ll call!” Jonny shouts, and launches himself at the phone.
It’s dead. Almost comically, the phone is dead.
“Okay,” he says, and slams it back on the receiver. “Which one of you useless fucks was supposed to make sure the phone bill was paid?”
“Phone was Billie,” Jenny says.
“No, it wasn’t,” Billie says. “It was you, Jonny.”
Something slams against the kitchen door with a force that splinters the wood towards the centre.
Jenny screams.
Jonny says, “fuck!”
The door is kicked in. Jonny hadn’t actually seen their neighbour, not himself, not yet, just a fraction of the inside of his house and the bleeding, naked corpse he was keeping chained up inside. He sees him now as he fills the kitchen doorway. He’s a big fucking guy.
Fuck.
He’s got a big fucking gun in one hand. He’s keeping the girl slung over his shoulder with the other. Her hair is really long, and it’s kind of pink. Probably with blood, Jonny realizes, and it makes it hard to look at her.
Their neighbour looks at each of them, and there’s something not right in his eyes — he doesn’t have human eyes. He has the eyes of an animal.
Jonny doesn’t mean to, but he takes a step back.
He smirks, and Jonny almost takes another one. “What’s wrong?” He asks. His accent is deep, slow and Texan. It sounds fake. “Y’all were just so keen to meet me. And here,” he says, and lifts the girl off his shoulder to drop her, limp, onto the linoleum. He’d clothed her, but he’d dressed her in some stupid little doll dress. She’s so thin, in fact, her skin, where it isn’t bruised, so waxy, she almost looks like she could be a doll. Emaciated, probably, is the word for it. She’s probably dying, actually, and if she’s not, she’s probably getting there; she looks a lot like the way dying people are supposed to look. “Since you were so keen to get a good look at my wife.”
“Your wife?” Billie repeats.
Not a lot of her skin is waxy, in fact, because most of her is mottled in bruises or pink, shiny burns. Her hair is pink with bleeding. Her head moves a little, but she’s still face down, and she doesn’t move at all after that. For the second time that night, Jonny’s certain he’s looking at a corpse.
“Purty,” he says. “Ain’t she?”
“Oh my God,” Mama breathes.
“Oh my God,” he mocks, “how rude of me. I haven’t met you yet,” he says, and points, with his gun, at Mama. “I’m Darren. I’m your neighbour on Meadow. In the house your boys broke into.”
He keeps pointing it at her. She’s still holding a knife, but it’s a big fucking gun. Who brings a knife to a gunfight? What are they supposed to do? “I’m sorry,” Mama says.
“You will be,” Darren answers.
Without warning and with a speed Jonny would swear was unnatural, he turns the gun on Jenny. He pulls the trigger, and the gun sprays ammunition. He blows a good chunk out of her face.
For a second, after the skin of her cheek and the grey of her brain have sprayed the wall behind her, her body stays upright. Then it slumps forward onto the table with a horribly wet sound and Benny just manages to push back from it before he leans over and throws up, splattered with blood and chunks of teeth. Jonny can’t tell his shouting from Mama’s, from Billie’s, from Benny’s once he starts.
“You should’ve stayed away from my house,” Darren says, and his voice isn’t Texan at all.
“I’m sorry,” Benny breathes.
Mama’s wailing, unintelligible, and Billie slides an arm around her.
Jonny doesn’t mean to but his legs give out and he sinks to his knees. His ears are ringing. He doesn’t want to look at Jenny, what’s left of her, but this close to the ground puts him too close to the neighbour’s wife and Jonny doesn’t want to look at her, either. He can’t help it.
“Not yet,” Darren says. He pulls the trigger again, blows Mama’s kneecap right out of her leg and she goes sprawling across the kitchen floor with a scream. The barrel is still hot, sizzling against Jonny’s skin as Darren uses it to tilt his face upwards by the chin. “You,” he says. “You’re looking awfully hard at my wife,” he says, and his fake accent is back. It’s hard to tell if he keeps forgetting to put it on or if it’s just a layer to fucking with them. Something psychological.
He looks too close at Jonny with those fucked up eyes and Jonny can’t say anything.
“You like what you see?” He asks, and he asks like there’s a right answer. Jonny has no idea what the right answer could be.
“Is she still alive?” Is what comes out, and it’s not the right answer.
He frowns. “Of course she’s still alive,” and kicks her hard in the side. She makes a soft sound, and it makes the hair on the back of Jonny’s neck stand up, but she makes a sound. She isn’t dead. Darren clicks his tongue. “C’mon, cowgirl. Rise and shine, now.” With his boot, he pushes her onto her back.
She makes another soft, horrible sound. Jonny inhales sharply. Slowly, she blinks up at the ceiling, wide eyed and probably dazed. She has startlingly dark eyes, and her left eyes, where it’s supposed to be white, is a dark, bleeding red.
Darren smiles with all his teeth and it’s unnatural the way it stretches across his face, like he’s wearing a mask that doesn’t quite fit. It doesn’t reach his eyes even a little bit. “There she is.”
“What?” The girl says, definitely dazed. Her voice is rougher than it looks like it would be. She sounds like she’s from Texas, too, but she sounds like her accent might be real. She blinks at the ceiling, vacant.
“It’s time to meet our neighbours, baby,” Darren says. “And you’re being awfully rude, sleeping through it.”
Her hands are tied tightly in front of her. Slowly, her head turns against the linoleum, just far enough that she looks, for the first time, at Jonny. For a long few moments, she looks right through him. Then she sees him, and something horrible dawns on her face. She looks quickly up at Darren, who grins again, grotesque. “What are you doing?” She breathes.
“They wanted to meet you,” he says. “And I know you’ve been getting lonely in that big ol’ house, only me around to keep you company.” He smirks as he looks up, and it’s still unnatural, but it reaches his eyes. He’s mean. “Used to have a lot of gentlemen callers, my girl. Didn’t you, baby? Wasn’t anything I could do to get her to keep her legs closed.”
She starts to sit up but Darren plants his boot hard in the centre of her chest, hard enough it knocks the wind out of her. She gasps.
Benny sniffles and says, “listen, man —“
“Listen, man,” Darren mocks. “I have been trying to mind my own business. We have been trying to keep to ourselves. You broke into my home. You put your hands on my wife.”
“Oh my God,” she says, still winded, but her words fold in disgust, “I’m not —“
He points the gun down into her face and says, “stop talking.” She does.
It had been pretty obvious something really fucked up was going on over on Meadow. It was weird anybody had moved in because it had been vacant for so long, and it had been vacant for so long because it just had such bad vibes. Anybody that came to look at it left and didn’t come back for it. It was too isolated. Creepy. Anybody that moved into that place had to be up to something. Jonny and Benny had been curious, that was all. Jonny had figured it was some weird, creep old man with a taxidermy hobby, that he’d borrow one of their horses sometime to fuel it. Benny had said doomsday prepper; Benny was closer, in the end. When the first thing they had seen were all the military weapons, they thought he was right, actually. The bound, naked girl that was obviously not his wife had thrown them off course a little.
And still, Jonny couldn’t have anticipated he’d be the kind of man to then show up in their kitchen to shoot his sister in the face. They’re all gonna die, right? That has to be how this ends. How else are they gonna get out of this? What the fuck is wrong with this guy?
Across the kitchen, crouched protectively next to Mama, Billie sniffles. “Jenny didn’t do anything. Jenny didn’t break into your house.”
“She knew too much,” Darren answers, lifting his head too quickly, jerky. “You all know too much now, matter of fact. Figured your boys wouldn’t do a good job of keeping their mouths shut.”
“Then what are you doing?” Billie asks. When did she get so brave? Jonny must’ve missed it while he was cowering. “Get it over with.”
“Nah,” he says, and grins again, most grotesque this time. It reaches too much of his weird eyes. “I wanted to play with y’all a little. And you,” he turns the gun suddenly on Jonny, “are still looking awfully hard at my wife.”
He’d been trying really hard not to look at her, in fact. He swallows, and it kind of hurts.
“C’mere,” Darren says.
It goes in one ear and leaves out the other. Jonny only looks at him. Swallows again.
“Now,” he orders, and the irritation that leaks into his voice clears it of the fake accent.
“What?” Jonny says.
Darren sucks his teeth and says, “come here, boy. If I have to repeat myself again I’ll put down your other sister.”
Billie inhales sharply.
Dazed, Jonny heaves himself to his feet. He staggers closer, closer to Darren, to the barrel of that fucking gun.
Darren lifts it and says, “go on, now. Since you’ve been so fuckin’ curious. Get a good look at her. Go on.”
With shaking legs, Jonny kneels again, somewhere close by her thigh. He tries not to touch her. It’s hard to look. She probably was very beautiful once; she looks really sick now.
“I’m sorry,” she says softly.
Darren points the gun at her again. “Stop. Talking.” She does, and he turns it back on Jonny. “Well? What do you think? Looker, isn’t she?”
Jonny doesn’t say anything. Swallows again.
The gun clicks. “Isn’t she?”
“Yes,” Jonny says.
“I know,” he agrees. He’s forgetting the accent. It’s starting to slip, replaced with something Northern, something more carefully militant. “You like what you see?”
“Yes,” he repeats.
“Go on, then,” Darren says, Texan. “Fuck my wife.”
Her knees close in time with Jonny’s leaning away. “What?” He says. Mama sobs, and Jonny hears it clearer than anything.
“Oh my God,” the girl says, and she sobs, too. “Point —“
He aims the gun at her. His face is completely blank. He’s probably old — he’s twenty years older than her, at least — his hair is starting to grey by the temples, but he has skin kinda like a doll. Jonny doesn’t think there’s anything artificial about it — he wonders if any sort of expression just doesn’t come naturally to this guy. “Don’t call me that,” he says, flat. Northern. “How many times do I have to tell you to stop talking?”
Jonny wonders if he’d really kill her. It doesn’t seem like she’d be so lucky; he’d probably just make it hurt.
She sobs again. Jonny wonders how long she’s been with Darren, and for how much of that time she’s been sick. He wonders how old she is. He wonders if he wants to know.
“Relax,” Darren says to her, dismissive and cruel. “You used to fuck dogs. You can take this.”
Her chest heaves with crying but there aren’t any tears. Jonny wonders if she just doesn’t have any left. “Shoot me,” she says, thick.
He does. He points the gun down and shoots her in the foot. Jonny scrambles away. The gunshot is loud, explosive; the sound she makes is soft. Wet. Her head lolls to one side.
Darren steps down hard on her foot and she barrels back into consciousness with a cry, something ear piercing. “Be a good girl,” he says, “and keep your eyes open. You,” he says, and points the gun at Jonny again. “Get back over here and fuck my wife.”
Jonny swallows audibly. What is he supposed to do? He’s gonna die anyway. But how much does he want it to hurt?
Maybe it doesn’t have to hurt. Maybe he won’t kill them. Maybe, if they just play along —
“Darren,” she’s sobbing. “Darren, I’m sorry, please —“
Darren’s mocking the way that she cries, a hitching sort of rasp of a sound. “Be a good girl, now,” he says, and he lays the accent on thick. “Hitch up your skirt, cowgirl.”
She covers her face with bound, trembling hands. Sobs something that sounds like, “I’m so tired.”
“You can lay right there, sugar,” Darren says. “You know you do your best work on your back.” She sobs, and he says, “lie back and think of Texas.”
She lowers her hands. She’s getting really pale. “I think about Silas,” is what she says.
Darren’s face falls, right back into something flat and doll like. He points the gun down, shoots her in the same foot. She screams at a pitch that makes Jonny flinch. Darren spits in her face. “How many times do I have to tell you,” he seethes, lethal and Northern, “not to think about that fuckin’ thing? Get over here,” he snaps, and he’s speaking to Jonny this time. “Don’t make me tell you again.”
Jonny swallows bile.
Darren says, “you know what? What the hell,” and points the gun at Benny. “You, too. You’re watching awfully close. Get over here.”
Benny doesn’t look up from the girl, but he shakes his head.
Darren turns the gun. Aims it into the kitchen. “You boys get over here,” he says, “or I’m gonna shoot your mother in the fuckin’ face.”
Mama screams. Billie sobs as she hugs her tighter.
Jonny’s ears rings with the sound of them as he looks at Benny. Benny looks back, and he looks at him blankly before he looks away. Slowly, he heaves himself from his chair. Staggers to Darren and the girl like he’s possessed.
Darren smirks, angling his head towards Jonny. “Your turn, now.”
Jonny doesn’t remember moving but he finds himself swaying on his feet.
To Benny, he says, “kneel by her head.” To the girl, he says, “be good. Spread your legs.” She doesn’t, but she’s sick and she’s skinny and he kicks them apart, anyway, easy, steps down again with all his weight on her broken foot to keep her still. She cries out so hard her back arches off the floor and Jonny takes an instinctive step back. Just as quickly, he’s looking down the barrel of the biggest fuckin’ gun he’s ever seen. “Kneel,” Darren says.
Jonny does. He wishes he didn’t, but he does, sinking to his knees between the spread of her thighs. Her tied hands are shaking. “I’m sorry,” he says.
“Don’t,” she begs softly. “Please.”
“I’m sorry,” he says again, and she sobs.
“No —“
“Tip your head back, cowgirl,” Darren says. “Open wide.”
“No,” she says, and her breath hitches.
Benny doesn’t say anything but he slowly slides his fingers into her bloody hair, turning her head gently.
“No,” she pleads, trying to reach out with tied hands and it makes Jonny’s skin crawl. “Don’t,” she begs, and Jonny retches.
The barrel of the gun is pressed to the base of his skull and the size of it could probably blow his head clean off his shoulders. “Go on, now,” Darren says.
“Please,” she sobs, and she’s looking up at Benny as Benny tips her head back.
Jonny’s hands are shaking so hard he struggles with the button on his jeans. The ruffles of her dress are already soaked with blood and he retches again. She’d been bleeding when they found her in the house, but not this much. What did he do to her before he brought her to them? What’s wrong with this guy?
There’s something still so surreal about it, even with Jenny’s brain staining the wallpaper, even with the barrel hot against his scalp through his hair. This kind of shit doesn’t happen in real life, especially not to people like them, like Mama, unassuming farmers. Maybe a little nosey, but they’re only bored. Harmless. This is the kind of shit that happens in horror movies that aren’t even all that scary, they’re so unrealistic. How can this be happening to them?
He leans into her and her whole body trembles as she cries, as she pleads. Jonny tries his best to leave his body, to go somewhere else, but there’s too much and it keeps pulling him back to himself, to this place, to the floor of his mother’s kitchen. There’s the girl, the rough, panicked hitching of her crying, how desperately she begs him to stop, how hard she trembles. She presses her knee into him, tries to push him away, and Jonny can feel too much of the bones in her leg.
And then she isn’t crying, she doesn’t beg, because Benny is holding her head still as he eases himself into her mouth and Jonny doesn’t mean to, but he sobs, something hoarse.
Still, she struggles, but her hands are braced against Benny as she tries to push him away and it isn’t much of a fight as Jonny pushes up her skirts. As Jonny pushes himself inside her.
He tries to go somewhere else again, somewhere far outside himself, to someplace he isn’t fucking a crying girl in his mother’s kitchen on the floor in front of her at gunpoint. It’s hard to escape. He screws his eyes shut, tries to think about anything else, but she’s so wet and she’s so warm she’s almost too warm and Jonny knows it’s with bleeding, he can’t think about anything else, accidentally pushes into her harder than he meant to and her bleeding body makes a wet sound that makes him gag.
“I’m sorry,” he sobs.
Benny doesn’t say anything. Benny doesn’t say anything until he grunts. Shudders. Scrambles away from her suddenly and unsteadily.
She has just enough time to turn her head before she vomits across the linoleum.
Jonny bows his head as he sobs again.
Darren says, “enough.”
Jonny jerks away from her too quickly and her body makes another horribly wet sound. The sound she makes in return is too soft, kind of broken. “I’m sorry,” Jonny says.
“I’ve been telling you,” Darren says with a smile, “you will be.” There’s nothing natural in his smile. There’s nothing human in his eyes. “Get up,” he tells them, and steps over the girl, crossing the kitchen with slow strides. He stops, standing across from Mama. “And come here.”
Slowly, they do. They stand, fix their pants, stagger across the kitchen. It’s hard to explain, but Jonny feels kind of out of it, like he’d been hit really hard in the head. Everything’s gotten kinda fuzzy around the edges.
Darren smiles again. “Face your mother.”
Slowly, they do.
“On your knees,” Darren says.
Jonny doesn’t sob again but the tears don’t stop.
“I’m sorry,” Benny’s stuck. “I’m sorry, I’m so sorry.”
Darren exhales a sound that might be a laugh, if he were human. “Choice last words,” he says. The barrel of the gun finds the back of Jonny’s head.
“Please,” Mama says, and he hears her louder than anything. “Don’t hurt my boys.”
“What would you propose I do?” Darren asks. The barrel is so hot through his hair Jonny’s sure his scalp is burning. “Your boys just raped my wife.”
“I’m sorry,” Benny’s chanting, “I’m sorry, I’m sorry.” He’s always been a big guy, now a farmer — he’s never seemed so small before.
“I’d hope so,” Darren says, and he says it with a flat, Northern accent, nothing Texan about it at all.
“Darren,” the girl says, and Jonny feels a bit sick, he still doesn’t know her name and he probably won’t ever find out, “don’t do this.” She sounds like she’s from Texas for real, and it’s not the first time Jonny’s noticed but it’s the first time it occurs to him that maybe Darren’s accent isn’t psychological warfare at all, maybe he’s making fun of his wife.
It’s obvious, suddenly, in the way he drawls, “I’m defending your honour, cowgirl.”
He’s quick. It almost seems like he’s too quick, too, to be human. The barrel is pressed to the back of Jonny’s head one second, and the next, Benny’s head bursts into plates of skull and meaty chunks of brain tissue. Blood is sprayed aagainst Jonny’s side.
He doesn’t say anything, he doesn’t do anything; he freezes, and he watches across the kitchen through red mist as another gunshot rings out and crouched next to Mama, a hole explodes in the centre of Billie’s chest. She makes a wheezing, gasping soft of sound. Her throat bursts open with the next gunshot, and she never makes a sound again.
“Why are you doing this to us?” Mama breathes. She’s been painted red with Billie.
“This is what happens to nosey families who don’t mind their fuckin’ business,” he answers. And he shoots Jonny’s mother in the face.
Finally, he turns the gun on Jonny. “Any last words?”
“I don’t know,” Jonny says.
He doesn’t hear the gunshot, there isn’t time, but he can feel the heat building against the side of his face.
Then, finally, it’s over.
For a long time, Wren stares up at the ceiling, at the blood splattered across the beams.
It was their kitchen. Point had slaughtered these people in their kitchen.
Wren doesn’t know why the cruelty surprises him, but it does. He didn’t think he had it left in him to be scared anymore but he’s that, too.
Point’s face comes into view above him. “This is what happens to people that try and help you,” he says. “I want you to remember that.”
He doesn’t look disturbed that he just massacred a family in the heart of their home, but he doesn’t look pleased, either. He doesn’t look anything. Somehow it’s worse. “What are you gonna do with me when I die?” He asks.
It makes Point smile. “You know I won’t let that happen,” he says. “We’re having too much fun, cowgirl.”
